The Town and Country Planning (Environmental Impact Assessment) Scotland Regulations 2017
Notice under Regulation 21
The proposed development to land located at Ashmark Farm, Afton Road, Mosspark, New Cumnock, Cumnock, is subject to assessment under the Town and Country Planning (Environmental Impact Assessment) (Scotland) Regulations 2017.
Notice is hereby given that an Environmental Impact Assessment Report has been submitted to East Ayrshire Council by Mr Peter Moynan, Pencloe Wind Energy Limited (PWEL) relating to the planning application in respect of the Construction of an access track, including watercourse crossings and formation of construction compound.
Possible decisions relating to the application are:
(i) Approval of the application without conditions;
(ii) Approval of the application with conditions;
(iii) Refusal of the application.
A copy of the environmental impact assessment report, the associated application and other documents submitted with the application may be viewed at

(searching for the reference 21/0623/PP) during the period of 30 days beginning the next day from the date of this notice.
Due to the ongoing Covid-19 situation, no paper copies will be available for inspection.
Copies of the Environmental Impact Assessment Report may be purchased from
or Peter Moynan, Pencloe Wind Energy Limited (PWEL), 50 Lothian Rd, Festival Square, Edinburgh EH3 9WJ at a cost of £500 for a paper copy and electronic £15 for electronic copy (DVD or memory stick).
Any person who wishes to make representations to East Ayrshire Council about the environmental impact assessment report should make them in writing within that period to the Council at The Opera House, 8 John Finnie Street, Kilmarnock, KA1 1DD or at
quoting reference 21/0623/PR
Any submission of additional information will be further notified by means of a public notice which will detail how representations can be made in respect of that additional information.
